1. The Learning
Disability Implementation Advisory Group (the Implementation
Advisory Group) is established by the Welsh Assembly Government
to:
-oversee the implementation
of and provide advice on the Welsh Assembly Government's policy
activities in response to the Learning Disability Advisory
Group's report 'Fulfilling the Promises' and the related consultation
responses. The Welsh Assembly Government's policy activities
and the role of the Implementation Advisory Group in relation
to each activity is set out in the attached Annex; and
-to provide advice
on any other matter relating to people with learning disabilities
that the Welsh Assembly Government may refer to the Implementation
Advisory Group
2. In providing
any advice to the Welsh Assembly Government on matters pursuant
to paragraph1 above, the Implementation Advisory Group will,
where necessary, include in their advice to the Welsh Assembly
Government their assessment of any additional costs for organisations
in complying with their advice.
3. The Welsh Assembly
Government will appoint members of and the Chair of the Implementation
Advisory Group.
4. The Implementation
Advisory Group will hold meetings as and when the Chair considers
necessary but shall meet at least once in any 12-month period.
5. The Implementation
Advisory Group may, where they consider that it will facilitate
the work of the Implementation Advisory Group, invite non-members
to attend for either part or the whole of any meeting and,
with the Chair's agreement, to contribute to the discussions
at the meeting.
6. Except where
otherwise determined by the Welsh Assembly Government or the
Implementation Advisory Group, members of the Implementation
Advisory Group may, where they believe that this will facilitate
the work of the Implementation Advisory Group, consult with
non-members about matters referred to the Implementation Advisory
Group pursuant to paragraph 1 above.
7. The Welsh Assembly
Government will determine the Terms of Reference for the Implementation
Advisory Group. The Implementation Advisory Group at their
first meeting and as necessary in future meetings will consider
their proposed Terms of Reference and, if necessary, propose
to the Welsh Assembly Government any changes that they consider
should be made. The Implementation Advisory Group will be
consulted about any future changes to the Terms of Reference
that may be proposed by the Welsh Assembly Government.
8. The Welsh Assembly
Government will meet any appropriate and reasonable travel
and subsistence costs that members may incur in attending
meetings of the Implementation Advisory Group.
9. General secretariat
services for the Implementation Advisory Group will normally
be provided by officials from the Social Care Policy Division
of the Welsh Assembly Government.
10. The Welsh Assembly
Government will determine the date when the Learning Disability
Implementation Advisory Group will be dissolved.
ANNEX TO THE TERMS
OF REFERENCE
POLICY ACTIVITY IMPLEMENTATION ADVISORY GROUP ROLE
1. Implementation of the guidance on service principles
for people with LD and the service responses that health and
social services should adopt including local action plans.
To receive progress reports on implementation and to provide
advice on issues relating to implementation.
2. Implementation of the National Service Framework for
Children
To receive progress reports on implementation and provide
advice on issues relating to implementation.
3. Resettlement programmes
To receive progress reports on implementation
4. Education
To receive reports and provide advice on the work of the Welsh
Advisory Group on SEN. To provide advice on other education
issues relating to children/young people with learning disabilities.
5. Research and development and other studies to establish
the evidence base to inform the implementation of policy activity

To review R&D activities being undertaken by organisations;
and to develop and provide advice on R&D requirements.
6. Other policy developments that affect the lives of people
with learning disabilities including non devolved policy areas
